How do traffic defense attorneys work their craft?

It’s called BRIBERY. If the attorney is going to pay the judge to drop the case (which is what it sounds like your implying) that is HIGHLY illegal. I would recommend that you have nothing to do with it, and report the attorney and the judge immediately. Trust me, it will be a lot cheaper to pay the speeding ticket.
The $140 is prob court fees.

Most people that go in are offered a reduced fine, regardless of if they have an attorney or not. The average prosecutor has a very heavy case load. Plea bargaining is cheaper and less time consuming than going to court.
Traffic court defense attorneys merely look for a flaw in an officers prime fascia case. If the officer fails to meet the prime fascia the attorney, if good enough to catch it requests a dismissal – if prime fascia is met, the attorney makes requests to the court for lower fines, points agreement, etc.
It is against the model rules for an attorney to imply that “she knows the judge” and therefore could be subject to discipline. Get another attorney.
